I can pull down 3/4 of one page, then it starts fighting me and pulls back to the top. Even after being on the page for 5 mins, the spinning wheel was still there and I couldn't scroll down. Weird.
 
It's most likely because this webpage is designed to continually refresh as you scroll towards the bottom of the page. The code probably loaded improperly into Safari and with it being cached, it results in the odd pull-up behavior.

Try clearing Safari cache and reloading the page again. Looks fine on my Air and iP6.
