Can anyone identify this item (metal tube of some sort)?

My wife prowls through flea markets and brought this thing home, but neither of us have any idea what it is or what it's used for. It's metal, about 3 1/4 inches tall and 3/4" in diameter. Any guesses?

Thanks for the suggestions! I got a tip on another forum that it might be a Chillum. Seems like a good guess. Keep 'em coming, though--penis stretcher is still a possibility!
