I create photo montages but they are not nearly as good as this one:

I am a novice in FCP and find it difficult to master so I always resort back to Imovie which is very limited.

I am specifically interested in the transitions and how the pictures overlay the text.

Its also not your traditional ken buns effect in that the zoom goes in/out multiple times per picture. very cool effect.

It can be done with FCE or FCP or any other advanced editing application, but it will be a pain in the asymmetric photons to do so.

It's easier with a compositing software like Motion, Combustion or After Effects (30-day full functioning trial), just to name a few.

The text is a layer above the image (photos) so the text overlays the pictures.

What transitions (time in video) do you mean? As far as I can see, the video contains cuts and no fancy transition effects. The pictures get zoomed in/out a lot and moved around, but that is not as complicated as it seems.
