can anyone tells me "Fan Control" work under bootcamp?

No, FanControl is OSX only. However if you set the threshold in OSX and reboot into BootCamp Windows, the fans will retain the setting from OSX.

sorry i am kinda new to mac, you said reboot into bootcamp from OSX, is that first boot into OSX, then restart the system and hold the option key to select bootcamp?

yeah
basically you set fan control at whatever speed you want in OSX, then reboot into Windows and the fans should keep spinning at the same speed that you left them in OSX
