Yes. You can add podcasts, audiobooks, and music to your watch in the watch app.

Keep in mind, even though the watch has 32GB of storage, there is a limit on media storage for some reason.

So I can download through the Watch? If I download on my phone, does the watch sync?
You can't download directly to the watch. You'll need to add media in the watch app in and then it'll sync to the watch while charging.

For example, in the Music settings in the Apple Watch app, you can choose what you'd like to add. Like I said, though, there is a limit on media storage for some reason. I think it's roughly 8GB on a 32 GB capacity watch.

If you have Spotify premium you can download playlists for offline listening on your Apple Watch using the Apollo App, was free last year I think is not on the AppStore anymore.
 
I’d also recommend the Outcast Podcast app for the watch - it is by far the best option for podcasts on the watch - built watch first and not as an after thought

I’d had issuesWith third party podcast apps in the past (couple years ago). Maybe time to try again.

Can Outcast or another one allow me to keep designated episodes on the watch even after listening to them, as well as retrieve and store some number of new ones?

Yes and yes - it is a full feature app that works great over WiFi or cellular and has awesome complications. Just make sure you disconnect from your iPhone when downloading new episodes and to make sure everything is fast.
