Yes they do and you can even do it from the Apple Store app where they will give you a refund on your new Apple Watch purchase after you send in your old watch.
Yes; you can do it via the app. You’ll pay full price, then they’ll send you shipping materials. When they get your old watch they’ll refund you what it’s worth (up to $250).
