if I have an iPhone 11 with 90% battery health and I don't have many applications installed on it, can it make it difficult for my phone to work? or simply poor ram memory management? I feel that the phone works hard, it has cumbersome animations, I have been with it for service 3 times, they say that everything is ok, even the people from the apple center in Romania say that the phone is ok? I have all updates up to date ...or should I wait for the next version of ios to see if things are ok
 
IOS can affect performance.
Hard drops can affect performance. And battery health can affect performance. But not at 90%. Maybe below 75, or maybe bellow the point it can't provide as much power as the cpu/gpu requires. Have u tried a hard restart or a factory reset?

the phone was reset many times, the ios was reinstalled from scratch by the service people, but also by the people from applecare in Bucharest, I actually feel like I'm going crazy with this phone
 
it has moments when it goes very well and dubious and random moments of lag, and the service people say that everything is fine and rosy, although it is not
 
By  people in Bucharest you mean iStyle? Maybe you could also ask a classic GSM service?...
I just checked battery health on my 13P and is also 90%, running like day one.
What iOS is your phone now? When did the lag started to appear? And what kind of lag? Maybe giving some more details can help the guys here give more specific answers.
