I have a solid state PCI drive formated APFS from Mojave.. currently i updated to 2012 Mac Pro 12 core and I can upgrade OS X to High Sierra.. but before I do that I want to format the PCI Flash Drive while in El Captain and use that drive instead to upgrade to High Sierra..

while in El Captain disk utility doesnt see the APFS drive

any ideas?

El Capitan Disk Utility will not properly recognize and format a APFS drive.

I recently did a test with an external SSD. I did a basic install of Mojave on the external SSD (APFS of course). I then used another basic install of Yosemite on a different drive to try and format the entire drive to HFS+. It did not work. I had to use a High Sierra Disk Utility to do the APFS to HFS+ format.

I would recommend making a bootable High Sierra USB installer, boot up from the High Sierra USB drive, and using the High Sierra Disk Utility to format the PCI drive formatted APFS to HFS+.
