Can I activate iMessage without apple ID

If you have an iPhone, yes. Just turn it on and it'll use your phone number.
For other non-iPhone devices, no.
I have iPhone but it's not activating

Even if you don't have apple id
You have 2 options.
Use your apple id or the phone number of the sim card inside your iphone.
If the phone is not activated and you cannot use the sim to make calls and send texts then you cannot use that option either.
Just make up a new apple id.
No my sim card (phone line ) is working I can make calls and send texts but it's not activating

Oh I see.
It should work with just your phone number.
Call your carrier and make sure international text messages are enabled on your account.
I think imessage sends a text overseas to activate imessage with your phone number.

Hello folks, I know this massages are pretty old but I'm kind if confuse about iMessage. We just purchase our kids iPhone 5c and they wanted to use iMessage. So to use iMessage I have to create a Apple ID for them so they could use iMessage correct? Or I'm wrong about that.
No, you can just use their phone number to send and receive imessages.
You dont have to use an email or apple ID.
