I'd like to buy a new, unlocked iPhone 4S with iOS 6 preinstalled. Can I activate this phone with my carrier without upgrading to iOS 7?

I'm sure hackers around the world will be excited to read your email attachments and I hope you don't plan on using Facetime.

However, a guy I know is willing to sell me a new iPhone 4S still in the box with iOS 5 preinstalled.
Then you're stuck on iOS 5 and not iOS 6. iOS 7.1.2 is the latest being signed by Apple and since the iPhone 4 and 4s can run iOS 7 that is the only version you can update to. If Apple is not signing the OS, you can't install/update to it. Apple is not signing iOS 6 anymore, except for 6.1.6 for the 3GS.

Of course, all of this assumes that this new iPhone 4s being sold to you is one that you can use on your carrier.

With all the security updates, probably not a good idea to stay with iOS 6.
I'm jailbroken on iOS 6.1. So far, I've never had an issue.

Well, +1 for me with the OP then. My iPhone 5 is running iOS 6.1 and it's jailbroken and black all over. Not white. Not colored. Black.

As for security, I've not had any issues.

Really?

Every single app of my more than 150 or so apps works on 6.1. Including Facebook and Twitter. The app store still supports iOS 6 too.

I don't really Facetime, so this isn't much of an issue.
 
UPDATE: I purchased a new-in-the-box iPhone 4s on eBay and I've just finished transferring my SIM and downloading my apps. I'm now running iOS 'Classic" on a new iPhone and couldn't be happier. :) Thanks for the feedback guys...
 
Even to this day I don't totally understand those who would fault others for wanting iOS5 or iOS6 on a 4S.

There are advantages and there are disadvantages, but none I think that would rise to the level of having to choose party lines.

The iPhone 4s I purchased on eBay was shrink-wrapped in the box with iOS 5.01 preinstalled. After 24 hours I got a message on my iPhone saying update 6.13 was available--did I want to install it? I pressed 'OK' and now I have iOS 6.13 on my iPhone. :)

Nope--iOS 6.13.

24 hours after upgrading to 6.13 I received another message offering to update my iPhone to iOS 7 (which I declined). :)

If I go in to my iPhone 4s and press "General / About" it says:

"Version: 6.1.3 (10B329)"
"Modem Firmware 3.4.03"
