I'd like to buy a new, unlocked iPhone 4S with iOS 6 preinstalled. Can I activate this phone with my carrier without upgrading to iOS 7?

If you buy a new 4S it'll have iOS 7 on it already...
Then you're stuck on iOS 5 and not iOS 6. iOS 7.1.2 is the latest being signed by Apple and since the iPhone 4 and 4s can run iOS 7 that is the only version you can update to. If Apple is not signing the OS, you can't install/update to it. Apple is not signing iOS 6 anymore, except for 6.1.6 for the 3GS.However, a guy I know is willing to sell me a new iPhone 4S still in the box with iOS 5 preinstalled.
I'm jailbroken on iOS 6.1. So far, I've never had an issue.With all the security updates, probably not a good idea to stay with iOS 6.
