My mistake in not adding Apple Care during the ordering process yesterday. Can I add it later before delivery next Friday?
 
If you get the serial number before then, you can. But if not, when it arrives, you can call Apple and have it added. in fact, you can do so anytime during the first year.
 
You can add it after you receive it, even if you open it and use it. Just as long as your phone isn't damaged. You can also add AppleCare Plus via the Apple Support app.
 
When did they change it from the first year to the first 60 days?
Ever since AppleCare Plus was introduced it has always been 60 days within the date of purchase.

I knew about the 60 days and in-store check but am surprised to hear they allow you to buy AppleCare online without a physical inspection.

Yes you can purchase AppleCare plus through the Apple Support app, or by calling and they will run some diagnostic test on your device and if it passes then they will go ahead and add the AppleCare+ to your phone.

They don’t do a physical inspection, but have to buy it through support and they’ll run a diagnostic on your phone first.
