I don't think you can add a button... but you can click and hold on the URL (website address) for a few seconds and one of the options that will appear is for making it a bookmark.
- Right click on the Safari toolbar to display Customize Toolbar...
- Then drag and drop the Bookmarks Star icon up where you want it in your toolbar.

I am trying to add the little bookmark icon to my toolbar so I don’t have to keep opening and closing the side bar all the time. On a Mac, you can just go to customise tool bar then drag and drop which icons you want to show in the toolbar, I’m hoping there is something similar on iPad.
