Can I backup photos or the phone from recovery mode? (re: water damage)

I was using a "water-proof" case that failed and my iPhone 6S Plus is now broken. The touchscreen is not working at all, half of the screen is darker than the other half, and the phone won't leave recovery mode.

For some reason, my latest pictures never got backed up to iCloud or my iCloud Photo Library.

Is there some way to create a backup of the phone when it's in recovery mode, or at least recover my pictures?
