I want to buy an iphone se 32gb to use on verizon (actually page plus a verizon mvno). I can get a gophone / At&t phone for quite a bit cheaper than a verizon or fully unlocked one. I plan on purchasing the phone outright, would I then be able to have the AT&T phone unlocked and take it to my verizon plan or is there something that prevents me from doing this?

If you buy an unlocked iPhone you'd be fine.
Do not buy a locked AT&T go phone.
They will not unlock it unless you meet their requirements and you won't be able to use it anywhere else but AT&T.

And this is what prevents you below:
Prepaid / GoPhone accounts

  • Your device must have been active for at least 6 months of paid service.

In the past you could easily unlock gophone on att website for free. Att fixed the loophole. Now you have to pay $60 to some online unlocking service to be able to use it on VZ
