Can I buy iPad 4th generation LTE without a contract with AT&T or Verizon?

You know, I would like to buy it and send it to Europe to my mom, and she will use her own internet provider, so I don't wanna start a whole contract with AT&T or Verizon and pay for nothing.

All US Apple stores sell iPads without contracts.
 
Check the specs page. I believe only the Verizon & Sprint models have an LTE radio compatible w/ euro carriers. All iPads are unlocked though.

No, no contract to buy an LTE iPad in the U.S. They are all sold unlocked but in the U.S. are only compatible w/ the carrier version you buy. International you are free to do as you please. Just get a sim from compatible carrier. See my message above about compatibility outside US.
