Can I call ATT to unlock old iPhone 4?

My friend visiting Florida from Asia bought two used iphone 4 with iOS 4.0 installed and baseband 04.11.08.

Don't know how old the phones are but can he call ATT to unlock the phones?
Judging from the 4.0 release it must have been around July 2010.

He's in Vietnam now and he said they couldn't unlock it out there.

According to a few threads on this on here (try a search for them if you are interested) ATT will not unlock any iPhone.
