Hmmm, don't see why not. I'll have to test this. I have a 10,000mah power bank and the USB-C adapter. I'll try to post back later.
 
I doubt that a USB-A port is going to put out much power. It might charge the MacBook Air but it could take a very long time.

Probably no, the power bank has to support USB-PD (Power Delivery). A few do.
If your power bank does not have an USB-C port, I am pretty sure it will not work.
 
I charge mine from an old power bank while it's in my laptop bag. It charges very slowly but useful to keep it topped up on a long day out of the office.
