As you know on macOS you can right click on a specific folder or multiple folders then choose "Download Now" so all the content is available locally.

Can I do that on my iPhone 11 Pro as well? I have 512GB of storage space and I feel it's being wasted since everything is in the cloud I'd rather have them both in the cloud and locally so I don't have to download anything when I do need it.
 
You can have all the photos and videos downloaded on your iPhone but I don’t think you can do that with the personal content stored in your iCloud.
For photos:
Settings->Photos->Download and Keep Originals.

They've intentionally made it difficult to download lots of files out of iCloud in iOS. A simple "select all" and a download button would suffice.... but noooo
