Can I get the subsidized price for the iPhone 4?

If I've got a line on my account (a separate line, not mine) that's eligible for an upgrade, can I get the iPhone 4 for the subsidized price and use it on my line?

Of course you can. Just call AT&T before you activate it.

If you have a family plan and a secondary libe is eligible, you can upgrade and they can move the phone to your number. It has to be done in store at at&t

No, you can use it on your line. That person just has to give you the phone. However, if you want it at the lowest price, the only person who can get it is the account holder, unless you are the account holder.

It does NOT have to be done at the AT&T store. You jus have to call AT&T before you activate it, so they can switch the IMEI in their system, so you can iTunes 'iActivate' as if it were your upgrade...

If you are having it shipped to you, you should be okay as long as you have the last four digits of the account holder's social security number.

That should be fine. I would not tell them what you are planning on doing just in case they try to say you can't.

I had to do it in store last year for 3GS. They told me it had to be done in store when I called.

I called countless reps and managers, and got the same answer from all of them... Lets hope they are informed to that aspect...
