Can I give both admin accounts same software with out reinstall ?

I have to admin accounts and want both of them to have the same software and ect.. how do I manage that ?

What does "and ect" mean? What's the part you're leaving out? This is the critical part of your question, as the answer to the rest is this: install the software normally. Multiple users will have access to the applications folder. You don't have to do anything special.

Also, the abbreviation for "et cetera" is "etc". It means "and so forth", so "and et cetera" is redundant.
