we both have 3gs. I am getting the iphone 4. Her glass is cracked on her phone
and when i receive my new phone can I ghive her my 3gs? Is it all we do is just put in her sim in my phone at that is it? Or do i have to call AT&T?

You do not have to call AT&T. Just put her sim card in your 3GS and your set.
 
Just switch Sims and you will be good to go. You'll have to restore the phone with your wife's backup file, but there is no need to call ATT
 
The backing up is important. Just do it in the right steps and you should be fine. I would:

1. Back up your wife's phone, then disconnect it from the computer.
2. Take out her SIM card and put it in your phone.
3. Plug in it and mount it to iTunes. Restore from backup. Select her phone's backup.

That's all you should need to do.
