Can I format one partition of an external USB hard drive for OS X (Mac OS Extended/Journaled) and another one for Windows, and will Windows 7 then recognize the Windows partition and let me make backups to it? Can Windows 7 deal with a hard drive with two such partitions, or will it have problems with the Mac partition?

Also, is "Windows NT Filesystem (Tuxera NTFS)" the correct option to format the Windows partition, or should I take "MS-DOS (Fat)" instead?

What you describe will work fine. NTFS is preferred since it is a windows backup and no need for the Mac to access it.
