I'm running 10 with loads of issues - core Microsoft programs not working (task bar interface, store, calculator etc.). Not sure if a bad update or virus.
Can I wipe and install 7, then use a USB to install 10?
I tried downloading 10 to to a clean install but got an error.

Yeah you can do that. Or you can still upgrade FOC to 10: https://www.microsoft.com/en-gb/accessibility/windows10upgrade

However what you've described wouldn't warrant a clean install; it's a fairly common bug. Creating a new user account might fix the problem you're having. Alternatively you can run through the DISM repair in Powershell if you've got some time to spare.
