Can i install Local Notifications on iOS 3.1.3, iPhone 3G?

Hey guys,

I still use my iPhone 3G that i got from the first day it was released back in '08. It's on firmware 3.1.3 and jailbroken, i've upgraded to 4.2.1 but the speed was too slow. The only reason i want to use iOS 4, is for the local notification. Is there anyway to activate that through Cydia?

maybe whited00r has it? its a modified 3.1.3 with features of 4.0
