Can I install Photoshop Elements 2018 on Big Sur?

I just purchased an M1 Mac mini to replace my 2012 Intel Mac mini. Pretty seamless migration except Photoshop Elements 2018 will not run. I downloaded the DMG and I am being told that the installer does not work with this version of MacOS. Is software from 2018 really obsolete already in a 2020 OS?!? Am I just doing something wrong or do I need to buck up and buy the latest version? Appreciate any help! My searches online have been very informative...

That version may have some 32 bit components that prevent it from running on Big Sur. If you still have the Mini running, run the Go64 app to see what apps you have that will not run.
