I have a 2010 MBA that is currently running Yosemite. I need to install Windows in Boot Camp mode on it, but the only legal copy of Windows I have is of Windows 7. Can I install Win 7 in the Boot Camp partition to go with the Yosemite?

Is this process done more easily with a clean install of El Capitan and using Boot Camp in the latest version of OSX? If so, are there simple instructions to do this somewhere? I have never done a clean install or a boot camp install before.

You should be able to install Windows 7 to your MBA, however, be advised that since your MBA does not have an optical drive you'll need to create a bootable USB flash drive with Windows 7 on it. And you'll need a full install version not an upgrade. You don't need to do a clean install of El Capitan if you don't want to, installing to Yosemite is fine. As for instructions, you already have a copy of the Boot Camp Assistant instructions in your Utilities folder. You can also google for additional help. It's not difficult to do as long as you take your time and follow directions.
