Can I keep the 3g toggle enabled all the time? Even if cellular toggle is of. ,I know that 3g toggle only works if cellular toggle is enabled, like when iphone 4s was missing the toggle in 5.0 or 5.0.1.

Can you please clarify what you're trying to accomplish, and what phone you're using? 3G cannot be on when cellular data is off because there is no data at all. On the iPhone 5, there is no toggle to turn 3G (or "4G") off. Only LTE.

Yes, you can and you should leave 3G on.
3G is not used just for data but for calls too.
And with 2G Edge being phased out slowly the fallback and coverage of 2G will not be there for much.

I have an iphone 4 and I want to know if I can keep the 3g toggle on all the time even when cellular data toggle is off, just like in the picture below.
