Can I make a carbon copy of old iPhone data to a new one?

I've had iCloud backup restore issues in the past for my contacts, messages, and app data. This time I also have some discontinued apps and older app versions I don't want updated.

I'm thinking restoring from an iTunes backup or iPhone to iPhone migration would be the way to go?
