Can I pay Apple 200 dollars to fix my 8GB 1st gen iPhone?

I have a 1st gen iPhone that I have unlocked and have basically voided the warranty. Unfortunately, my phone's touch digitizer on the bottom half of the screen has become unresponsive. I was wondering if I could pay 200 dollars to get the "out-of-warranty repair". Does the "out-of-warranty repair" require me to have activation?
