No, at the moment there isn't an option that lets you pre-order the unlocked iPhone 4S on the Apple website. You will have to wait until Apple lets you order the unlocked versions.

it allows on canadian store but doesnt allow US shipping address, anyway to get around this?

The countries where the initial release is allowed are under strict orders not to ship outside of the country. Want to buy in Canada? You need a shipping address in Canada.

The rest of us have to wait till November to order unlocked phones.

The good news is there will likely be no delay by then with full manufacturing capacity online.
