Can I re-download bought apps without repaying ?

Hi - I just did a restore on my iphone and lost all my apps - can I download them without having to pay again ?

why in the world are they not backed up to iTunes?

I just reinstalled Leopard and got confused when re-syncing my iphone ... its all good if I can re-download my bought apps though.
