I have an iPhone which is logged onto iCloud and Find my Phone, and the touch screen doesn't work anymore.

What happens if I log onto iCloud.com and disable Find my Phone for that iPhone?

Will I be able to completely erase the iPhone to factory settings?
 
You can do that through iCloud web site and iPhone will be erased when is connected to WiFi network.
It will remain locked and connected to your Apple ID and Find My iPhone, so you will need to enter the password to activate the iPhone after you change the display.

After erasing it, You can also remove it from iCloud through Find My iPhone on iCloud.com and remove Activation Lock.
