can i restore from backup without activating service?

I have a wiped broken iPhone I had replaced. I want to restore data from the backup I took of it when I switched to the new phone, but don't want Verizon service activated back on the old phone.

Can I do this? I started to but got worried, unplugged it and shut it off when it immediately said "Waiting for Activation" because I didn't want the phone service to transfer back.
