Buying ipad mini today and was wondering if I can just restore the ipad mini from my iPhone 5 through iTunes so I won't have to buy the same apps over and have everything like my iPhone 5 on my mini. Thanks in advance.

Your apps can be downloaded or added by way of iTunes without buying them again. You may want the iPad specific apps in some cases but all the apps that you bought for the iPhone will work on your iPad and you'll not need to buy them again. You can download them either through iTunes or through the app store to your mini

Yes, you can restore an iPad from an iPhone backup. The only downside is that your settings do not get restored. All of your apps will.

Like the above poster said though, if there's an iPad version of your apps, you'll want to use those. On the plus side, I'd bet some of yours are already universal apps.
