If I get the AT&T iPhone 4S and end up wanting to switch to Verizon, will I be able to do so? It's a world phone, right? So would it just be a penalty to switch since it would probably mean breaking my AT&T contract? Or am I stuck with it being an AT&T phone?

All phones are locked to the carrier that you buy them from. Meaning they will only work on that carriers network no matter what's inside the phone.

AT&T and Verizon both charge $350 Early Termination Fee to get out of your contract. It's reduced each month by a small amount (prorated) until you owe nothing at the end of the two years.

So it is very wise to think carefully and buy what you can stick with. Unless of course money is no object, then you can simply pay it off and switch.
