Can I sync my iPhone's Contacts to/from MS Outlook on the Mac?

Currently I use iTunes with MS Outlook on an old Windows 7 Thinkpad to sync and backup contacts for 2 iPhones.

I would love to switch From: my old Thinkpad To: my MacBook Pro for this.

Can I sync iPhone X contacts MS Outlook on the Mac
From: iPhone to Mac
To: Mac to iPhone
?

(I can not use iCloud to sync contacts. Please don't suggest this.)

When I searched on this, someone else asked the question in 2017 but no one knew.
