MyWi allows this via WiFi hotspot, you could also purchase the separate "MyWi OnDemand" to allow bluetooth tethering to your iPad 2.

Which is better?

I tether using the WiFi hotspot and it works fine. I haven't used the OnDemand bluetooth tethering because I don't want to shell out more money for it when the tethering over WiFi works fine. Bluetooth tethering consumes less battery on the iPhone but I almost always have mine plugged in when I'm tethering so it's irrelevant.
