Can I transfer a no-longer-offered AT&T calling plan from iPhone 3G to 4s?

I've been on AT&T since 2008 with my iPhone 3G. I have a 250-minute, $30/month talk plan that is no longer offered. The cheapest plan now is 450-minute, $40/month.

Would I be able to transfer this old plan if I upgrade to the iPhone 4s?

Your plan is attached to your account, not your phone. Each time I have done an upgrade, my plan has stayed the same unless I decided to changed it.
