Can I transfer all my backed up photos from Dropbox to iCloud?

I have been backing up my photos with Dropbox for ages and now it's time to centralize my cloud accounts to iCloud. So, can I transfer my photos using the iCloud Control Panel on windows? Or some other way?

Please help! Thanks. :cool::apple:
