Can I unlock and activate an iphone and use features except voice?

I won an iPhone in a football pool. I was originally going to sell it, but I am thinking I might keep it if I can do the following. Can I somehow unlock and activate it so I can use all the features besides the phone? Like mp3s, videos, wifi, etc? What if I wanted to somehow enable it to use a carrier where I could pay 40 bucks/month or less or even better, pay as I go by topping off somehow? I probably wouldn't use it to make many phone calls, so I don't want to pay the expensive fees and sign a contract.

maybe, but I might want to use it as a phone in the future and if there's a way to pay as I go, then maybe immediately...
