Can I upgrade to 4.2.8 now that 4.2.9 is out?

I just got my iPhone from Verizon. It has the 4.2.6 iOS on it. I have tried messing with the hosts file and no matter what I do, when I try to upgrade to 4.2.9 I get the 3194 error in iTunes. If I use TU and run the TSS server, my phone gets stuck in recovery mode and a 1604 error in iTunes. So am I stuck on 4.2.6? Also when I open TU and save my SHSH, it shows it being 4.2.9.

You are stuck with 4.2.9 if the only thing TU got was a 4.2.9 shsh.
