Can I use a 3TB HDD for Time Machine AND external HDD back up?

Couple of questions guys.

I presume all HDD can be formatted and used with Mac OS?

If I buy a 3TB HDD, can I partition it and use 1TB as a Time Machine back up of my 500gb iMac, and then can I use the remaining 2TB to back up an external 2TB HD that I have?
