Can I use a 61W USB-C Charger?

What charger is it? In theory the MacBook will take what current it needs and no more, so it would be safe. Apple state that you can use a higher rated charger than the one supplied for your Mac, but it won't charge any faster, as the Mac will take what it needs.
However there are third party ones out there that do not behave correctly, e.g. this one which I happen to have as it came with battery pack:
