Can i use a iphone 3g which has been locked by 02

Hi,
i found a iphone in my taxi, it was locked so i couldnt even ring the person who left it behind also left a ps3 game,, i have kept it for 3 months as company policy no has come forward or even rang the office for it so i now want to use it it has been blocked by 02 it seems a waste to bin it any ideas please its the new shape iphone if that helps anyone i have managd to do a system restore thanks to a link on here so its blank and i can use it like a ipod its just locked from 02.

Did you take it to your local police station? Did you try contacting O2 to see if they could reunite the phone with its owner?
