Can I use a verizon sim card in an unlocked at&t iphone 4

I've been given an iPhone 4 from a relative. He told me AT&T unlocked it, and I called them and they confirmed it was unlocked.

I reset it to factory settings, put in my Verizon sim card from another iPhone and it still says No Service

Is it possible to use a Verizon sim in an unlocked ATT phone?

Most any GSM network, not CDMA.
