Hi, I've got the macpro 2008 quad core and I am looking at adding a second identical 2.8 cpu in the future when the price drops.

My question is this, would I be able to install a thermaltake or other manufactures 771 heatsink instead of apple's passive monster. If the heatsink made by thermaltake for example, is designed to fit the Intel 771 socket, would it fit on the mainbord?

I doubt you will be able to do that given the space constraints and custom fittings of the heatsink Apple uses to connect it to the logic board.
