Can I use iOS 10 with WatchOS 4?

Does the Apple Watch 3 ship with WatchOS 4, and if so, can I use it with iOS 10.3.3? I can't upgrade to iOS 11.0 because the phone becomes nearly unusable (same issues reported by others here: no sound, vibration, and unbearable lag when touching something on screen)
