Can I use iPhone 5s AT&T SIM card into 6+?

Currently I am with AT&T $45 no contact monthly. My question is can I go buy a 6+ at Apple store, switch iPhone 5s SIM card into 6+ without go to AT&T. Can it works? If go to AT&T, I think they will charge activtion fee.
