All Devices Can iOS 13 betas be installed using iTunes under Windows?

I have tried using the business environment version of iTunes from https://support.apple.com/en-gb/HT208079 to install earlier iOS 13.ipsw betas but iTunes always produced an error and left my phone so that I needed recovery mode to re-install 12.4

I also tried iMazing. That produced an error but left my phone untouched.

Is the current version of iTunes for Windows any better or are we waiting on Apple to enable something?

No, only with Mac at this time, and some method that you can, apparently use in Windows (I know nothing about how to do it however), but not with iTunes at least.
