We have 2 situations that can affect location services and geotagging photos.

1) iPad is inside a WiFi network. At home, in a restaurant, etc...

2) iPad has no access. Probably while on a road trip.

How does the WiFi only version stack up in both cases?

If connected to a Wi-Fi network, your photos can be geo-tagged. If there is no Wi-Fi or cellular connection, they will not.
